   This experimental RFC separates per-queue CoDel from flow scheduling. Sections 6.1–6.2 explain why flow fairness can differ from customer fairness: flows inside an opaque encrypted tunnel share a queue and its drop behavior, while still benefiting from CoDel's queue management. Section 5.6 also discusses queues below the scheduler. A useful mechanism account, rather than independent evidence about a particular deployment's latency.
